Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are fought: optimistic declarations are issued from various governments. Significant resources is expended on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "peace".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity enabled by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems engaged: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably provided by Western nations. Every launch shakes the surroundings, causing tremors. The brief panic quickly transforms into resigned acknowledgment: maybe the hostile projectile won't strike its target this time, protecting urban areas from ruin and additional electricity failures.
Continuous Dangers
Soon after, a heavy machine gun opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its objective.
With pauses, this continued until dawn. Kyiv greeted the daybreak reports: several casualties, damage and heating outages in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those entire period illustrated Ukraine's vital need on Western support – a dependence that neighboring countries are demonstrably unable to replace in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new initiative from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually secure success. This trend will, certainly, continue.
Political Considerations
It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a principle understood by seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unrealistic to compel Moscow to relinquish the territory that it currently occupies in Ukraine's south or east.
The problem is that while accepting these circumstances, American administration does nothing to deter Moscow, through words or deeds, from believing that the current condition will not change more in its benefit in the coming year.
Opposing Positions
Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but averting a complete military breakdown until circumstances change in its favour.
Existing Situation
Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a only one week to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.
While new proposals based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to modify developments, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
